* Realistic Scenes of Wan An No. 29 Maneuver
Successful Practice Demonstrates its Preventative and Rescuing Capability

news pictureThe 2006 All Defense “Wan An No. 29” Maneuver was held on July 29th in the afternoon at the Hsinchu Far Eastern Geant store building, where a series of maneuvers took place, such as building on fire, breaking of water and gas pipes, discovery of dud and other similar emergency situations. All of them were solved and under control one after one by performing firefighting and lifesaving, urgent repairing and removing tasks. The entire scene of maneuver was practiced successfully and perfectly, which also demonstrated related units’ ability to deal with emergency situations and to prevent and rescue during calamities.

It began with synthesis of realistic maneuver simulations of the Far Eastern Geant building fire situation, when after notification the Hsinchu City’s Bureau of Fire immediately sent firefighting trucks, ambulances, cisterns, as well as firefighting ladder trucks, with at the same time in the air the National Airborne Service Corp., MOI, the special rescue teams and Chi-Der Machinery Lifting Company, which used lifesaving baskets, ropes and helicopters to rescue people in distress.

Following the breaking of water and gas pipes, two of people’s livelihood most important resources, people from the Hsinchu County Gas Administration Office and Taiwan Water Corporation went to the rescue and practiced some efficient emergency reparations; The Explosive Disposal Squad (bomb squad) of the Third Regional Support Command, Combined Logistic Command, MND, also came to deal with the dud situation, in order to prevent more important crisis and calamity from happening; The municipal firefighting bureau as well displayed its new high pressure water hose system as well as other new firefighting equipments that could within seconds go through cement walls with considerable power and stop a fire. A series of realistic maneuver operations simulations were exhibited, enough to make students and the common of the people pop out the “wow” sound.

As soon as the maneuver got to an end, Mayor Lin delivered a brief speech, an expressing that Wan An represents people’s security, and that Wan An’s primary aim for this kind of emergency exercise is obviously the maintenance of security in its various aspects, and the demonstration that whenever an emergency situation occurs, it has the ability to prevent from the worst and rescue people in distress; The latter also mentioned that the fact of seeing everyone under the shinning and hot sun trying to do everything they could and perform well worth encouragement. Mayor Lin then thanked some high ranked officials for their leading efforts and cooperation of all the other units that tried to perform the simulations the best they could right until the drop of the curtain. The Mayor finally expressed his hope that events like the simulated ones never occur.

news pictureThe Executive Yuan Civil Defense Mobilization Committee’s vice executive secretary Ms. Wang Hsiao-Jung and the Vice Director General of the National Fire Agency, Mr. Yeh Chi-tang, also recognized the municipal government’s performance, and believed that all respective units had demonstrated rescued capability, well representing their daily training; this maneuver was well done!

The next maneuver will be held by the Chinese Petroleum Corporation’s Taoyuan-Hsinchu-Miaoli’s Business Branch at the Hsinchu Fuel Center. The next maneuver will concern chemical calamity, it will assume an eventual collision between two trucks carrying benzene, leading a large amount of benzene leak and to a fire outbreak. This emergency maneuver will be good enough to give the audience a considerable amount of stress, the contribution of the respective rescue units will, however, be able to manage the calamity and clear the crisis. Moreover, an air-defense maneuver is also plan for the 6th of July in all cities and counties of northern Taiwan, people’s cooperation will be required for the occasion.
